Taavi Kotka (Estonian Government)

Taavi Kotka (35), currently the Estonian Government CIO, has a strong background working in private sector. He started his career as a programmer, rapidly rising to be a Managing Director of the most successful software development company in the region – Nortal. He is an angel investor or founder of many innovative start-up companies like zeroturnaround.com, plumbr.eu etc.

Education: Master of Science of Engineering (focus: ICT), PhD Studies in Tallinn Technical University

Honours: He is the European CIO of the Year 2014 (by ICTSpring), he was the president of the Estonian Association of Information Technology and Telecommunications (ITL), and he was elected as an Entrepreneur of the year in 2011 (by Earnst&Young).

Taavi is a board member in many ICT initiatives in Estonia and has been the brainpower behind many Estonian e-government innovative initiatives like e-residency, data embassy, no-legacy policy etc.

Yvo Volman (European Commission)

Yvo Volman is deputy head of the 'Access to Information' unit in the European Commission. Yvo studied at the Universities of Amsterdam and Strasbourg and holds a PhD in European law awarded by the European University Institute in Florence. Before joining the European Commission in 1998, he worked for the Dutch Ministry of Economic Affairs in the areas of industrial and technology policy.

Since 1998 he has been working for the European Commission, where he has dealt with legislative and strategic issues as well as funding programmes related to the information market.

Raivo Ruusalepp (Estonian Business Archives)

Raivo Ruusalepp has been working with digital archives since 1995. He joined the Estonian Business Archives as a consultant on electronic records management and digital archive solutions in 2001. Since 2008 he is a part-time lecturer at the Institute of Information Studies at Tallinn University. His current research interests are in the areas of risk management and trust in digital archives. He was responsible for the development of repository audit and certification services in the FP6 funded DigitalPreservationEurope project (www.digitalpreservationeurope.eu) and was the technical co-ordinator in the FP7 project Protage.

Guy Stessens  (Council of the European Union)

Guy Stessens holds a Doctor of Laws degree (Money Laundering. A New International Law Enforcement Model (Cambridge University Press, 2000, 460p.)) of the University of Antwerp, where he worked from 1 October 1992 through 31 March 2002 as a researcher and a lecturer at the Law Department. From 1998-2002 he was also an attorney at the Bar in Antwerp.

As from 1 April 2002 he has been working at the General Secretariat of the Council of the European Union, in the Fundamental Rights and Criminal Justice unit. In this capacity, he deals with a wide range of issues related to EU co-operation in justice and home affairs.

He has been involved in the elaboration of numerous EU legislative initiatives, such as the 2006 Framework Decision on the simplification of exchange of information, the 2007 Weapons Directive and the 2008 Framework Decision on data protection in the context of police and judicial co-operation.

He is responsible for the Commission proposal for an EU instrument on the use of Passenger Name Record (PNR) for law enforcement purposes and for the data protection package the Commission presented in January 2012. He was a member of the EU negotiation team for a number of international negotiations, such as the negotiation of the 2003 EU-US extradition and mutual legal assistance agreements, the 2003/2006 EU-Norway/Iceland Agreements on mutual legal assistance and on surrender, the 2008 EU-Australia PNR Agreement and the 2009 EU-US TFTP Agreement.

Niels Brügger (Aarhus University; NetLab)

Niels Brügger, Associate Professor in Media Studies, Aarhus University, Denmark, Head of the Centre for Internet Studies, and of NetLab. His research interests are web historiography, web archiving, and Digital Humanities. Recent books include Web History (ed., Peter Lang, 2010) and Histories of Public Service Broadcasters on the Web (co-ed. Maureen Burns, Peter Lang 2012).

James Lappin (freelancer)

James Lappin is a freelance records management consultant and trainer. He has worked in the field of Archives and records management for twenty years.  Over the past five years he has used his blog Thinking Records to explore and critique new technologies and new approaches in the records management world. He has hosted three records management podcast series and is a regular presenter on the podcast circuit.

As a consultant he has advised many clients on their records management systems, strategies and frameworks, including the UK Parliament and the International Committee of the Red Cross. He  provided records management training courses for the European Commission and worked as an archivist within the European Institutions.

After obtaining his MA in Archives and Records Management at UCL, James held records management roles at The National Archives, the London Borough of Hammersmith and Fulham, and the Wellcome Trust.

Jon Garde (RSD; DLM Forum)

Jon is Senior Product Manager at RSD and has been a member of the DLM Forum Executive Committee (was Secretary from 2009 to 2010 and from 2011 to 2013). From 2013 to 2014 he served as Chair of the DLM Forum, and he is currently the Vice Chair.

Dr. Nathalie Brender is professor of corporate finance and risk management at the Haute école de gestion de Genève, University of Applied Sciences Western Switzerland. Her professional experience includes managing business risk consulting, auditing and financial reporting. She is currently researching information assets valuation, with a focus on cost and risk dimensions.

Is there a better way to link information governance and technology?

The way how we create, use and manage information has radically changed in last ten to fifteen years. Thanks to rapid expansion of Internet and mobile devices volume of information and data generated was exploded out of hand, and information governance was born to give guidelines how to effectively manage valuable information, data and records. On the other side, what is with software solutions that we use in our daily working routines? Far from that, that we don’t integrate IG practices and procedures in line of business applications, but the question is how we do that, is there some standardization included and how much does it cost us, in meaning of both - time and money and in a long term. Challenge that we need to go for today is to find better way to use innovation to implement information governance and standardized records management in line of business applications and processes at lower cost and shorter time to production.

Enterprise information management and content governance has become much more challenging with advancements of Cloud computing, social communities, Apps, and the increased use of collaboration technologies, because information management policy needs to be consistently applied in so many more repositories. Everyone recognizes the need for governance to be extended to all of these repositories, but many organizations are still looking for a single governance "ring to rule them all". That is, a single platform to own the enforcement of information policy across multiple platforms. Wrapping all of these environments into an enterprise information management solution is a competition between several alternative approaches marketed by Cloud-based file sharing vendors, the legacy ECM vendors, federation and search vendors and Microsoft. Mr. Alsup will discuss the pro's and con's of each approach and the likely winners.

This session will also describe best practices for the planning, infrastructure, and standards for content governance and records management derived from very large scale implementations. It will also provide our lessons learned as the developers of the only certified records management products inside SharePoint in North America. We will also update the audience on requirements and issues we have seen in moving to SharePoint 2013, both on-premise and in Office 365, and the requirements for hybrid content governance in SharePoint that spans both environments.

Gillian Oliver, School of Information Management, Victoria University of Wellington, New Zealand

Gillian Oliver’s professional practice background spans information management in the United Kingdom, Germany and New Zealand. Her research interests reflect these experiences, focusing on the information cultures of organisations. She has a PhD from Monash University, Australia.   As recipient of an Erasmus Mundus scholarship awarded by the European Commission, she was Visiting Scholar at Tallinn University in 2009. She is Honorary Research Fellow at the Humanities Advanced Technology and Information Institute, University of Glasgow and at The Open Polytechnic of New Zealand. She is a member of Archives New Zealand’s Archives Council. She is Editor of Archifacts, the journal of the Archives and Records Association of New Zealand and co-Editor-in-Chief of Archival Science.

Frank Upward, Centre for Social and Organisational Informatics, Monash University, Australia,

Frank Upward worked as an archivist, records manager, data manager and information manager before designing an archives and records management program and teaching within that program as a Senior Lecturer as well as teaching in many of the Faculty’s Information Management and Systems subjects. Athough he is now retired from a teaching role he is still actively involved in writing about and researching Recordkeeping Informatics. He was a member of, and writer for, the Standards Australia committee which n 1996 produced records management standards that provided the basis for later International Standards and is one of the world’s most published authors in the area of archival research.
